The Kenaitze Indian Tribe is publicly posting this community development statement in accordance with 24 CFR 1003.604 – Citizen Participation. The Kenaitze Indian Tribe plans to submit a proposal to the U.S. Department of Housing and Urban Development for the FY 2023 Indian Community Development Block Grant program to support the development of infrastructure necessary for the construction of an Elders Housing Facility for the Kenaitze/Salamatof Tribally Designated Housing Entity.
The TDHE received $5 million from the FY 2021 Indian Housing Block Grant competitive grant program for construction, but further investment is needed to get the site ready for the facility. The Kenaitze Indian Tribe has not previously received competitive ICDBG funds.
For the FY 2023 solicitation, the total HUD funding allocation for Alaska is $9,309,973. The grant award ceiling established for each proposal in the Alaska region is $2 million. ICDBG funds can be used to support the following community development and housing activities:
- Public Facilities and Infrastructure (the most relevant category for the land development proposal currently being considered by the Tribe);
- Economic Development;
- New Housing Construction;
- Housing Rehabilitation;
- Housing Acquisition;
- Homeownership Assistance;
- Microenterprise Programs; and
- New Land Acquisition to Support New Housing.
The range of activities that may be undertaken under this funding category include Infrastructure Improvements (construction or installation) including, but not limited to, streets, curbs, and water and sewer lines; neighborhood facilities; and facilities for persons with special needs (e.g. nursing homes or group homes for the disabled).
The Tribe will consider any comments and views expressed by participants at a public meeting held Friday, Aug. 11, 2023 and, where deemed appropriate, modify the grant proposal as needed.
